US RIC Specifications for the Process of Remanufacturing (RIC001.1-2016) standardization

With the publication of “Specification for the process of remanufacturing” which issued by RIC (Remanufacturing Industries Council) approved by ANSI (American National Standard) at February 2nd 2016. This standardization has redefined some remanufacturing terms. Beyond that, the detail of Remanufacturing Marks and Labels are also defined in the standardization. This “Specifications for the process of remanufacturing “certainly will have significant impact on whole US’s remanufacturing industries. Its potential impact on China’s market is also impossible to be ignored.

Products (As-new/Like-new)

with the objective of restoring or improving its original functionality through remanufacturing, or for use as a source of parts for a remanufactured product. A core may have already been placed on the market and used, been damaged after production but before sale, or been subject to an extended shelf life. During reverse logistics, a core is protected, handled and identified for remanufacturing to avoid damage and to preserve its value. A core is not waste or scrap and is not intended to be reused before being remanufactured.

Currently, China market perceives “core” as “second-hand parts”. This term can be quite confusing. “Second-hand parts” normally can be extended to “low quality, wasted, useless or non-reusable”. That is not a precise interpretation of core. The segmentations and purposes of remanufacturing have not been formulated in China. That cannot help customers to distinguish reman products from others. If the concept of “the value of cores is not about the value of second-hand material, its true value is about the value of remanufacturing raw material” cannot be wildly accepted, the development of remanufacturing shall be limited in China.

Control of nonconforming products

The organization shall ensure that product which does not conform to minimum product technical specifications is identified and addressed to prevent reintroduction into the market, as detailed in the quality management system referenced above. A documented procedure shall be established to define the process for dealing with such a nonconforming product. When nonconforming product is corrected such a product shall be subject to re-verification to demonstrate conformity to these specifications.

There is no relevant policy or regulation rule in this sector now in China. RIC has clearly stated it in this standardization. That could be the demonstration for China to develop relevant rules.

Verification of conformance with this standard

The organization may apply to an accredited third-party in order to qualify for self-declaration of conformity to this standard. Such an application shall include detailed, written documentation to establish systematic implementation of the process described in the standard. Absent any accredited third-party verification, the validity of any claim of conformity with this standard made by, or on behalf of, the remanufacturing organization shall be understood to be the responsibility of the claimant.

There is still absence in terms of regulation of reman standards and liability retroact in China at present. According to some information, Chinese Government will propose some updates in the first half of 2017: AQSIQ will take the role of quality supervision and authorize qualified third party inspection center to conduct checking work regarding producing process & condition and products quality. Reman company and inspection center will claim publicly on which level of producing condition the companies are utilizing, and the condition of labeling. In comparison to US, there is more chaos in Chinese market. To generate back customers’ trust in this type of products, the government need to be got involve in the regulation to enhance the supervision strength.

Marking and labeling of product

The organization may label products that meet or exceed this standard with a label or mark certifying conformance with this standard. The label should be clearly visible on the product, associated packaging, or documentation, as appropriate, and should include a reference to this standard, i.e., RIC001.1-2016. In addition, the label may include one or more of the following:

  • Information to identify the product
  • “Remanufactured by [REMANUFACTURING COMPANY NAME]”
  • “Remanufactured on behalf of [NAME OF ORIGINAL EQUIPMENT MANUFACTURER]”
  • “Remanufactured by [REMANUFACTURING COMPANY NAME] on behalf of [NAME OF ORIGINAL EQUIPMENT MANUFACTURER]”

In terms of marking and labeling in China, the reman mark (see the figure below) shall be printed on certified products. This mark does show customers that products are certified products, but customers cannot get any further information about such products (information to identify products, responsible department etc.)

Currently, standardization system in China has not yet been completed. There are still many defects in such system. Due to customers’ trust in China’s standardization stay at a low level, that is hard for the industry to have further progress. According to researches, the global reman production value exceeded 100 billion USD and the US market took 75% of it. US’s reman standardization shall definitely have important impact on global reman market include China.

In general, the purpose of this standardization is quite similar to China’s market: 1. the lack of a commonly accepted definition of remanufacturing. 2. The absence of standards for the remanufacturing process.

This standard defines and provides a benchmark for the process of remanufacturing, and establishes specifications that characterize the remanufacturing process and differentiate remanufacturing from other industries. The specifications in the standard aim to develop the process of remanufacturing in the future to ensure the providers of reman products are qualified. The most challenge the standard bring to the industry is the definition for reman products. In this standard, products that accord with the standard specification in remanufacturing process can be defined as remanufacturing products. That ought to be a great breakthrough in the remanufacturing industry.
